for question 3.23 it asks us to find a general solution to a variable coefficient inhomogeneous ode. Since we currently don't have methods to find the homogenoeus solutions and they are not given to us how should we determine the general solution? Thanks

I don't have the book with me right now, but my first inclination is to say that if it's second order, then you don't know how to solve it, but if it's first order then you do. In the former case, the answer would be "we haven't covered a method to solve this."

For problems 3.10 and 3.11, the book wants us to plot the solution for several different conditions. Do you want us to print these out and hand them in? Thank you.

Yes, make any plots part of the homework. It's ok to plot stuff in Matlab unless the problem says otherwise.
