For E1.3, B., is the intent of the question to pick any arbitrary value of alpha on the interval (0,1) and then just solve for N_min from there?

I haven't fully worked it out yet, but I presume that in order to get 2500 \pm 50, you can't arbitrarily pick alpha and then find N. It probably depends upon both.

I don't know if you can algebraically determine the solution or just compute the gain and variance and then iterate on alpha and/or N.
